Job Description

Job Overview:

• The Senior Grants and Contracts Administrator will be responsible for: reviewing and executing faculty proposals to external sponsors; negotiating and administering incoming externally-funded research grants and contracts; developing teaming and consortium agreements (if applicable); verifying or performing various compliance checks related to conflict of interest, export controls, private use, E-Verify, tax and other federal initiatives; drafting and issuing any sub-awards or any ancillary legal documents; serving as the primary liaison with the external sponsor for all official communication; interpreting and applying University and sponsor policies; and learning and mastering a wide variety of government databases related to the federal government’s mandate of electronically exchanging research information.
• This position functions as a research administration “hub,” serving as the liaison between the University and federal and private sponsors.
• It plays a strategic role in the management of the University’s sponsored funding by the Office of Research Services.
• This position is essential due to the unique restrictions, regulations and procedures governing expenditure of federal, private and corporate sponsored funding.
• The impact section states the significant negative impact to the individual and the University in the event of mismanagement of funds.

Work Interactions:

• Daily, fast-paced, face-to-face, phone and email interaction with faculty and administrators is required when responding to inquiries, reviewing proposals and awards, evaluating budgets, budget justifications, other sponsor-required forms, and assisting in the formulation of clear, concise Statements of Work for subcontracts (if applicable).
• The position will interact with government and private sponsors to request pre-award spending, expense authorizations, contract language changes, project changes, interpretation of the regulations, no-cost extensions, and transfers of awards.
• Interact frequently with the leadership (Associate Provosts, Deans, Division Directors, Chairs, Senior Business Managers), faculty and administrators on grant related policy and financial matters as well as work closely with Sponsored Programs Financial Operations, Risk Management, Tax and University Counsel on compliance related matters.
• Very occasionally, be on-call outside of regular business hours for matters that require Office of Research Services (ORS) intervention outside the business day.

Requirements and Qualifications:

• Candidates must have a bachelor’s degree and four years of progressively responsible experience in a university or other non-profit grants and contracts office.
• Candidates must demonstrate proficiency with Microsoft Word, Microsoft Excel, PowerPoint and Adobe Acrobat and be adaptable to the ever changing technology within the University.
• Experience with contracts and other external funding vehicles highly desirable.
• Demonstrated proficiency in use of databases.
• Experience with the use of Community of Science/Pivot funding opportunities and expertise databases, the National Science Foundation’s FastLane database, Grants.gov, or other federal government electronic systems is highly desirable.
• Excellent verbal and written communication skills are essential.
• Candidates must demonstrate the ability to work independently, to prioritize work, manage deadlines in a semi-stressful environment, and to diplomatically juggle complex situations involving the competing interests of faculty during periods of high volume. (Note that these skills will be evaluated during reference checks).
• Candidates must be articulate and possess excellent analytical skills.
• They must demonstrate tact, diplomacy skills, flexibility, and the ability to maintain confidentiality.
• Also important are the abilities to think logically and to use appropriate judgment.
• This position requires work with a large number of faculty from a variety of departments, disciplines and cultures, and there is heavy emphasis on personalized customer service and on maintaining the Office’s excellent reputation.
• The candidate must act in a professional manner with faculty and administrators from all levels.
• Similarly, the candidate must initiate and foster working relationships with sponsor representatives.
• Assist in the final development stages of an award proposal.
• Complete the review and execution of a portion of approximately $115M annual outgoing proposals (equates to approximately 280 proposals annually across the Main Campus, Law Center and Qatar campuses).
• Analyze proposals for conformance with University regulations and with sponsor program announcement and regulations; verify that all relevant compliance reviews have been performed and documented; scrutinize proposals to verify the accuracy and consistency of proposal information, the inclusion of the proper University fringe benefit and indirect cost rates, and ensure the inclusion of all required proposal elements; negotiate contract awards; negotiate related teaming and consortium agreements, if applicable; and sign, on behalf of the University, proposals that have been approved through the internal campus clearance process.
• Electronically submit proposals to external systems such as QNRF, Grants.gov, the NSF’s FastLane system, and/or any other electronic research administration system designated by a sponsor.
• These activities must be completed with professionalism, excellent verbal and written communication skills and diplomacy.
• High quality customer service is critical to this position.
• This includes: 1) clear, concise and accurate responses to inquiries/requests from faculty and administrators, 2) follow through on any issues that require contact with other internal or external departments, 3) effective hand offs to other team members or other internal departments where details do not fall through the cracks that causes incomplete resolutions or unanswered questions, 4) fast and timely responses to inquires/requests, 5) supportive and professional attitude toward faculty and administrators from all levels and 6) initiate and foster excellent working relationships with sponsor representatives.
